At ROSE Empowerment Group, we believe in the power of individuals, communities, and impact. That's why we've created the ROSE model, a plan to empower communities that have historically been left behind and disenfranchised. We support these communities in taking ownership of their neighborhoods and becoming the leaders they were meant to be.
Community members already have the resources they need to prosper. We're here to provide the information and tools needed to utilize those resources so that they can solve problems on their own. True change comes from within, and we're here to support and uplift every step of the way.

Justin Black is a force to be reckoned with in the world of empowering Black and Brown young adults.
His experiences as a Black male in the foster care system fueled his passion as a change-maker. He created the Rising Over Societal Expectations (ROSE) Empowerment Group initiative to close the information gap for today's generation.
He's a man on a mission, creating youth conferences and workshops that tackle economic sustainability, healthy relationships, and collective impact. And let's not forget the ROSE Model he developed to show youth the power they have to impact their communities—both local and global.
It’s evident that Justin isn't just a talker—he's a doer. With his urban and community development studies in South Africa, Rwanda, Uganda, Senegal, Hong Kong, and South Korea, he's a walking wealth of actionable knowledge. He also worked with the National Black Child Development Institute, developing policy recommendations for Black youth across the US.
